MS Vehicle Compliance Center exists because vehicle compliance in California is scattered across too many counters. A weight certificate here, a safety inspection there, a STAR smog check somewhere else — and a registration that stalls if any one of them is missing.
Our approach
We are a licensed California station on Butte Street in Bakersfield, set up to weigh commercial vehicles on a certified scale, perform the state’s Vehicle Safety Systems Inspection (the one that replaced brake and lamp in 2024), and run STAR-certified smog checks — the full set, in one visit.
That matters most for the vehicles that need more than one: salvage rebuilds, out-of-state transfers, commercial registrations, and up-fitted trucks routinely need two or three of these before the DMV will move. Doing them together means one trip and one consistent paper trail.
We work on commercial and passenger vehicles alike — tractors, trailers, box trucks, buses, RVs, and everyday cars and light trucks. Walk in Monday through Friday between 9:00 AM and 5:00 PM, or call (661) 556-3850 first and we'll tell you what to bring.
Licensed and certified by the State of California for the services we perform — including STAR certification from the Bureau of Automotive Repair.
Every service ends in a document a state agency will accept. We do the work the way the regulation reads, not the way that's fastest.

Replaced brake & lamp in 2024
The one state certificate that replaced brake and lamp certificates in 2024 — required for salvage titles, specially constructed vehicles, and CHP or court referrals.
STAR certified
OBD2 smog testing for model year 2000 and newer vehicles, including STAR-directed DMV renewal notices.
